Okkreardghist

Okkreardghist is a black dragonborn governor appointed to oversee Port Eralas, charged with keeping the refugee town contained, productive, and quiet. He rules with restraint rather than cruelty, enforcing clan law precisely and without favoritism, believing excess force would only legitimize resentment. To the clans, he is a patient warden trusted to endure an unpleasant duty; to the refugees, he is an ever-present reminder that their home exists by permission, not right. Okkreardghist neither seeks their affection nor their failure—only stability—a distinction that makes him both harder to hate and harder to defy.
